Bali, Indonesia – Animals face deliberate harm in videos produced for online audiences and paying subscribers, a practice that has expanded rapidly across digital platforms. Dozens of international groups traveled to the island in June to confront the issue at the first in-person global summit dedicated to the topic. The gathering sought practical steps that no single organization or government could achieve in isolation.

The Growth of Cruelty-Based Content

A 2021 report compiled by the Social Media Animal Cruelty Coalition documented 5,480 videos showing animal cruelty that together exceeded 5.3 billion views. Seventeen of the channels behind those videos held more than one million subscribers, while two reached more than 30 million subscribers each. Much of the material involves wildlife species already classified as endangered. The production process often includes scripting, filming, and editing scenes of distress specifically for entertainment value. Viewers encounter the content through mainstream social media feeds as well as subscription services. The scale has outpaced existing moderation systems on most platforms.

Coalition Origins and Summit Timing

The Asia for Animals Coalition, a network of more than 400 animal welfare and conservation organizations, created the Social Media Animal Cruelty Coalition in 2020. SMACC formed in direct response to the accelerating spread of abuse material online. Its coordinators then arranged the Bali meeting for June 11 and 12 to move from research toward coordinated action. Participants included advocates, researchers, and policy specialists who examined enforcement gaps and platform accountability. The event represented the first opportunity for these groups to meet face to face and align on shared priorities. Discussions centered on the limits of current voluntary measures by technology companies.

Stakeholders and Practical Pressures

Multiple parties now face direct consequences from the continued circulation of such material. Animal welfare organizations must allocate increasing resources to monitoring and reporting. Content platforms encounter growing scrutiny over advertising revenue tied to harmful videos. Follow-up work will test whether the agreements reached in Bali translate into measurable reductions in new material. The challenge persists because production remains profitable and technically simple for those involved. Continued monitoring will reveal whether the coordinated approach yields lasting changes for both animals and viewers.
